today's mandb failing

Patrick Shanahan-2
todays man update in tw fails on 4 of 5 tw boxes with:
  Output of man-2.7.6-5.1.x86_64.rpm %posttrans script:
mandb: can't create a temporary filename: Permission denied

the box that succeeds was installed last month.  others quite old.

output of "mandb -t" here:
  http://wahoo.no-ip.org/~paka/mandb.err.txt

does it need bug report?

Here it works:

   rm -rf /var/cache/man/*
   rpm -Uhv home/abuild/rpmbuild/RPMS/x86_64/man-2.7.6-0.x86_64.rpm  --nodeps --force

with

rpm -q --changelog man | head
   * Wed Nov 29 2017 [hidden email]
   - Make /var/ache/man a real directory as in system-user-man the
     directory is gone

but I would have expected that systemd-user-man would handle that on install.

The home directory of man has changed to /var/lib/empty, as already
used for quite some other user accounts, since /var/cache/man is
really insecure by definition of /var/cache.

But I still don't understand how /var/cache/man can become owned by
root:root. Looks like something created it before systemd-tmpfiles
or man could create it.

I suspect pbkac.  I do put fingers where they do not belong.

and on all of my tw installs, /var/lib/empty is indeed, empty.
