no window decorations since TW 20200604

After upgrade from 20200326 to 20200604, window decorations are missing:

What does one do to determine which package contains a file that's missing
(e.g. libkdeinit5_kded5) so that (re-)installing it can be attempted?

AFAIK no one should have a /root/.config/xsettingsd folder. None on my Leap
15.x installs, none on TW.
FWIW I don't see this, no.

rpm -qf </path/to/file/file.xt>

Having those folders/files in /root means that you ran KDE as root. These
should not be in /root.

Anything the *superuser* cannot do one cannot expect any other user to do. Here,
which happens to be a limited space, testing/throwaway environment, all user types
experience the same inability to load library libkdeinit5_kded5, and reload 9
settings from xsettingsd.conf 8 times.

Like trying to prove a nullity, if a file is *missing*, how does one determine
the path that's supposed to contain it, much less the name of the package that's
supposed to provide it?

In the opensuse-de mailing list a similar problem was discussed ( https://
lists.opensuse.org/opensuse-de/2020-06/msg00005.html) and it was resolved by
choosing a new theme.

libkdeinit5_kded5 was removed in KDE Frameworks 5.65.0 (half a year ago), but
that's unrelated to the actual problem of (certain) missing/not-working window
decorations.

That's actually caused by a change in Qt 5.15.
And there's a bug report about it meanwhile:
http://bugzilla.opensuse.org/show_bug.cgi?id=1172615
