leap @ public mirror rsync.opensuse.org not quite there ?

Because of the slow IPv6 downloads from Bangladesh, I wanted to create a
local mirror so I tried mirroring from rsync.opensuse.org.  13.1 and
13.2 look fine, but Leap seems a bit lacking.

hotstuff-640, but I think I tried hotstuff-320 too.

I did exclude various top-level directories, but that shouldn't have excluded
lower-level files too.

This is the rsync I did:

rsync -az --progress --bwlimit=1000 --exclude=/debug
--exclude=/distribution/13.1 --exclude=/distribution/13.2
--exclude=/repositories --exclude=/source --exclude=/tumbleweed
--exclude=/update/12.3* --exclude=/update/13.1* --exclude=/update/13.2*
rsync.opensuse.org::opensuse-hotstuff-640gb .

I see a new module - opensuse-full-really-everything. Is that the one I
need if I want a complete repo that I can install from?

What is the purpose of the *hotstuff* modules?  I guess this question
really belongs on opensuse-mirror, I'll subscribe and see if that list
is active.
