fubar taskbar

Actually there's no panel after a fresh zypper dup. There's no wallpaper either.
Deleting ~/.cache didn't help. Konsole is running normally due to having been
running at last (normal/working) session close. Top in Konsole shows constant
100% CPU for kwin_x11. .xsession-errors is absent. Is this a known problem in
current TW? How can I get a normally working Plasma5 session?

Reboot fixed it. No more 100% CPU for kwin_x11, .xsession-errors exists, and
panel is no longer missing.

instead of reboot, one liner:
   kquitapp5 plasmashell && sleep 2 && kstart5 plasmashell & disown &&
   sleep 10 && exit
