-bash: /sbin/shutdown: Input/output error

INIT: cannot execute "/sbin/shutdown"

Input/output error results from umount and various other commands as well.

Telinit 6, and reboot commands don't shut down or reboot. CAD also does nothing.

When bash seems corrupted like this, is there a non-power switch way to reset
the system?
